Cannot Open Inttypes.h

There is a msinttypes project that fills the absence of stdint.h and inttypes.h in Microsoft Visual Studio. How are there pre-built binaries available to download? If I receive written permission to use content from a paper without citing, is it plagiarism? I was able to compile and run the code, but had to manually copy all the modules within Arctic to the site-packages directory. Or is this done to make existing programs written using __blahType incompatible with gcc? The first error though confuses me because in VS2012 the ToolsVersion is 4.0 so it seems unlikely that it jumped up to version 12.0 but stranger things have happened.
